Project Description

The project formulation of Master Plan – 2020 is being undertaken within the Master Plan Group of Offices (Master Plan Group of Offices (MPGO), City District Government Karachi (CDGK) under “Tameer e-Karachi” Programme that has been initiated by CDGK as an important development Project for the city. Karachi, the largest and fastest growing metropolis of Pakistan with its present population over 14 million swill about more than 25 million by the year 2020. The CDGK is seeking to create a management tool in order to monitor, analyse urban/regional data and produce an updated Master Plan for the city. The consultants are required to formulate a strategic Master Plan based on quantitative analysis and involving the continuous monitoring of urban services.

The previous Master Plan known as Karachi Development Plan – 2000 was formulated with the financial assistance from UNDP and the technical assistance provided by the UNCHS. It envisaged that all the previous plans (1952 Plan, KDP1974-85) and the whole planning process be evaluated and the future development strategy / policies be modified and designed on the basis of past experience, ground realities and the growth trends of the Mega polis. Karachi, being the only port city with two ports, has a vast hinterland covering the entire county, a vibrant high order commercial centre, a foremost centre of transport, and an industrial centre with 1/3 of Pakistan’s major industrial units witnessing incessant expansion both area wise and by size its population. In 1987, more than half of the city (1800 sq.km) was urbanized. Today, the entire City District is predominantly urban.

Services

Formulation of a Master Plan of development for a mega city like Karachi involves a study of the current situation, cognizant of growth trends, careful assessment of future requirements, etc. The process includes surveys of housing conditions, land use pattern, socioeconomic conditions, jurisdictional topography, and distribution of responsibilities, fiscal management, and an inquiry into a host of socioeconomic and political conditions. The review of codes, acts, and ordinance concerning urban development their consolidation, framing of new legal instruments for regular updating of the database, monitoring the implementation, organizational cooperation, linking of planning decisions with the investment decisions and budgeting procedure of other agencies is an essential part of the planning process. Master Plan is therefore not-time assignment. It is a continuous process.
